Maybe.
Look for the fibre-content/care tag. It's sewn to the curtain somewhere. (The law requires it.) That should tell you what your shade's made of, and how to clean it.
I'm assuming it's a water-soluble stain, rather one that needs a special cleaning agent.
Even though it's been labelled ';washable';, I would still recommend that you have it dry-cleaned. Washing will likely affect the fabric texture, probably making it limp. Ironing it might be really hard, too.
(But if it would cost more to have it dry-cleaned than it would cost to get a new one, go ahead and wash it - cool wash/rinse, permanent-press cycle; very low temperature permanent-press dryer cycle. Take it out of the dryer immediately, and flap it out quickly, so it doesn't get a chance to wrinkle.)
